Special Report: Louisville abandoned a police strategy that was in use at the time of Breonna Taylor's death. Now, other cities look to adopt it.

At the time of Taylor's death, Louisville was one of three cities to try the strategy known as "place network investigations" — a model that examines geographic connections that allow crime to flourish. It later scrapped the initiative.
